MTRCB with the its new rating: SPG

With the new chief MTRCB Grace Poe-Llamanzares, they implemented a new rating called SPG (Striktong Patnubay at Gabay or Strong Parental Guidance) other than the existing ones like GP and PG, PG-13 and X.

But the question is What is the difference between SPG and PG? To answer that, Funfare had this article and they print the MTRCB “uncensored” welcome remarks.

Good afternoon, media partners, network representatives and MTRCB deputies.We thank you for your presence here this afternoon. It must be acknowledged that without your cooperation, your personal initiatives and corporate commitment for social responsibility, we will not be able to successfully implement our new classification system for television.

From the onset, the goal of this Board is to strike a balance between upholding freedom of expression, and creative freedom for the network stakeholders at the same time safeguard the inherent right of parents to protect their children.

For years, the tug of war was between those who pushed the limits of artistic freedom, against those that were considered conservatives for supposedly upholding good moral standards. The efforts of both camps are not without merit. However, taken for granted in the process were the most defenseless members of our society. Our children.

Many here if not all members of our Board believe that adults can basically decide for themselves, right or wrong and watch whatever they like. The truth is a third of our population or 34 percent are 14 years of age and below, and since television is the most prevalent form of media, the MTRCB needs to be extra cautious when considering policies and regulations.

Self-regulation has been the battle cry of many from the movie and TV industries. I personally am for self-regulation. From the time the MTRCB was created, the foundation for self-regulation was not laid out very clearly. This is something that is not achieved overnight! Lest it becomes burdensome and suffer a backlash from the public. To have a self-regulating body in the industry, the key components are: audience awareness + audience empowerment  + industry accountability = our gold standard which is our pot of gold and reward = self-regulation.

The nuclear family is the most important unit of society and if the family is not protected, any initiative for national progress will have little chance of success. The foundation of a child is molded and strengthened at home. If the foundation of a child is weak, nation building cannot be possible.

Network producers are aware that with the SPG classification, we encourage them to know the content of their programs because they will have to specify exactly what in their content warrants an SPG-rating. They cannot just slap an SPG rating without indicating if it is the violence, the sex or language that make it such.

Today, we ask our partners in the television industry to join us in our campaign to explain to the public the meaning and importance of classification.

Let us get the members of the Filipino household to take part in our campaign.

The MTRCB Board is not trying to pull its weight by citing a regulation that will compel networks whether they like it or not to show the ad. What we are trying to foster is mutual cooperation.

This is our chance to show that we are working hand in hand to prove that the television industry is serious in its pursuit of responsible self-regulation.

Our efforts will not be wasted…The average Filipino Child watches 21 hours of television programming per week. The MTRCB cannot be physically monitoring every single household. With the classification advisory, we are able to develop a sense of responsibility among the parents to take an active role in monitoring the viewing habits of their children.

In line with our TVC launch, the MTRCB is proud to feature the family of Zoren Legaspi and Carmina Villarroel to be the symbol of our campaign. Theirs is an inspiring Filipino family. Beautiful, responsible, involved and accomplished. A household led by two busy working parents who are able to raise to wonderful and intelligent children by making sure that they take the time to personally supervise and nurture their children in their vital growing years.

Procter and Gamble suspends TV ads on Willing Willie while MTRCB is discussing about suspension of the show

Jolibee Foods Corporation temporarily pulled out its Mang Inasal ads placements on “Willing Willie” because of the March 12 episode of TV5’s afternoon show Willing Willie where Willie Revillame, the host of the show, taunted and goaded a six-year-old boy into performing a sexually suggestive dance.

After few days, Procter and Gamble, one of the sponsors of the game show also decided to suspend their advertisement on the show.  According to Ellen Tordesillas on (news.yahoo.ph) P&G Philippines released a statement through Anama Dimapilis of P&G’s Corporate Communications, Brand Public Relations department.

The letter stated: “Procter & Gamble strives to advertise on programs that align with our values as a company and our purpose to touch and improve lives. We routinely monitor the media in which our brands’ messages appear and make advertising decisions that meet our policies and achieve our goals. We are aware of the recent incident in the program of ‘Willing Willie’ and we have suspended advertising on the show beginning April 7, 2011, while the incident is being reviewed and investigated by authorities.”

It is expected that todayApril 7, MTRCB will be announcing their decision regarding these incident.  According to Ellen Tordesillas of Yahoo! OMG! Philippines!,  One of the officials of MTRCB who didn’t want to be named said that there’s no question about the suspension and what’s being discussed is for how long the show will be suspended.

Showtime returns on air after suspension

UntitledShowtime returns on air today  January 19 after seven days of being suspended byMovie and Television Review and Classification Board(MTRCB).

“ABS-CBN is happy to announce that the talent-variety program Showtime will return on-air starting tomorrow, 19 Jan 2010, following the issuance of a temporary restraining order by the Court of Appeals enjoining the MTRCB from continuing to enforce the preventive suspension order on the show.

“We welcome the CA resolution dated 15 January 2010, which states: ‘For reasons afore-stated, and as prayed for by petitioner, let a TEMPORARY RESTRAINING ORDER be issued, as it is hereby issued, effective sixty (60) days from notice hereof, enjoining respondent MTRCB, including any and all persons acting in their behalf and under their command and authority, from continuing to enforce the Preventive Suspension Order dated January 11, 2010 issued against petitioner, pending the resolution of the instant petition.’”

Showtime’s suspension resulted after guest judge Rosanna Roces made a comment about teachers after one member of a group contestant failed to answer her question about National Hero Jose Rizal on its January 7 live episode.

The MTRCB also explained that this incident was already the second violation of the celebrity judge. The show was also warned about Rosanna’s remark about Showtime‘s resident judge Vice Ganda on its January 4 live episode.

Celebrities’ talents on ‘Magpasikat’

Due to the suspension of the talent-reality show “Showtime” for  20 days, Showtime replaced by “Magpasikat”. Unlike Showtime, this show will showcase the talents of celebrities.

The suspension rooted from the statement of Rosanna Roces pertaining to teachers. She said, they (teachers) are just repeaters.

Evening the same day, “showtime” made a public announcement that was broadcasted by Boy Abunda in his late night show “Showbiz News Ngayon” (SNN) saying the management of the show is suspending Rosanna Roces.

Even though self regulations were imposed, still they received suspension from MTRCB. And since the order is effective immediately, ABS-CBN stopped the airing of the show.

MTRCB suspends Showtime for 20 days

ShowtimeAng Movie and Television Review and Classification Board (MTRCB) ay sinuspende ng 20-araw ang hit na show na “Showtime” dahil sa mga di inaasahang statements ni Ms. Rosanna Roces na sa linggong iyon ay isa sa mga hurado. Binitawan ni Osang ang mga salitang patuon sa mga guro matapos tanungin ang isa sa mga contestant matapos magperform, ang naturang kalahok ay mula sa Calamba,Laguna.

Ang tanong ni Osang ay tungkol kay Jose Rizal, bakit daw ang buong pangalan ni Rizal ay Jose Protacio Rizal samantalang ang ngalan ng knayang ama ay Francisco Mercado at ang kanyang ina ay si Teodora Alonzo?,ani ni Osang. Nang hindi makasagot ang contestant ay sinaad ni Osang ang ganito,

“Murahin mo yung teacher mo, ha! Ako minura ko yung teacher ko nung hindi niya sinagot sa akin ‘yan. Oo, walanghiya ‘yang mga teacher na ‘yan, hindi sinasabi yung totoo sa atin, e! Ikaw taga-roon ka hindi mo alam.

“Pero mga kabataan,” patuloy niya, “huwag kayong makuntento sa itinuturo ng libro at ng teacher. Magtatanong po kayo, hindi masama iyon. Oo, dahil ang mga teachers, they were just repeaters. Itinuturo nila kung ano ang itinuro sa kanila. Hindi na nila itinuturo kung ano ang gustong malaman ng mga bata.

“‘Yan, isang trivia para sa ‘yo. Hanapin mo. I-Wikipedia mo, malalaman mo,” saad niya sa kalahok.

Ngunit sa parehong episode din ay ipinagtanggol ni Vice Ganda,resident judge sa Showtime ang mga guro.

“Bago ang lahat, gusto ko munang magpasalamat sa lahat ng mga naging guro ko nung unang-unang beses pa lang akong nag-aral hanggang sa natapos ako. Kasi napakahuhusay ng mga naging guro ko. At gusto ko lang sabihin na ang mga guro, mga tao rin naman, nagkakamali rin ‘yan, di ba? Kaya huwag nating lahatin. Pero siguro, may mga gurong nagkamali, pero napakarami rin namang mahuhusay lalo na sa Pilipinas.”

Dagdag ni Vice Ganda, “Kahit mga artista, hindi naman lahat napakahusay. Hindi naman lahat ng pulitiko, napakahusay. Meron din namang gurong hindi, pero nakaparami rin namang mahuhusay. At ang laki ng bahagi nila sa buhay natin.”

ABS-CBN OFFICIAL STATEMENT.

“In the spirit of self-regulation, ABS-CBN removed Rosanna Roces as a judge in SHOWTIME after she made statements against the teachers in the January 7 live show. But despite this, MTRCB still imposed a 20-day preventive suspension for the program.

“A preventive suspension is issued to stop further violations, if there were any committed, or for the interest or welfare of the public. Thus, the network questions the need for said preventive suspension when Rosanna Roces has already been removed from the program.

“SHOWTIME is a highly entertaining show watched by many Filipinos. It helps promote and showcase the creativity and talent of kapamilyas nationwide, uplifts their spirit and provides opportunities to improve their lives.”

ABS-CBN is planning to make an appeal to lift the suspension. The network was reportedly surprised by the MTRCB’s swift decision because they are set to meet on Thursday, Jan. 14, to talk about the issue.

Habang hindi pa naaayos ang issue hinggil sa suspensyon ng Showtime Live! pansamanatalang mapapanood ang portion ng Showtime na “Magpasikat” kung saan mga showbiz personalities ang kalahok sa programa.
