“Where to live?” Noynoy Aquino

He’s only got two weeks left before he assumes the presidency, but President-elect Benigno “Noynoy” Aquino III is still undecided on where he’ll live once he’s the chief executive.

Aquino said he is still choosing among at least three options, although he noted that Bahay Pangarap inside the Presidential Security Group (PSG) compound near Malacañang seems to be the best choice.

“Pangarap seems to be the best, minimal ang idadagdag o ire-replace,” Aquino said in an interview with reporters in his Times Street home in Quezon City Tuesday night.

President Gloria Macapagal-Arroyo usually receives important guests at Bahay Pangarap. Because it only has one room, another room has to be constructed for Aquino’s aides if he decides to live there.

Three of Aquino’s sisters have said Bahay Pangarap seems to be the most plausible option for the 50-year-old Aquino, a bachelor.

Aquino said another being considered is the Goldenberg Mansion, also near Malacañang, which used to be the office of the Marcos Foundation. It was also used to hold former First Lady Imelda Marcos’s collection of excavated porcelain and pottery.

But Aquino noted that the Goldenberg Mansion was about the size of the Arlegui mansion, which he said was “too big.”

Aquino said he is envisioning the Premier Guest House — where former President Joseph Estrada stayed — to be his and his executive secretary’s office.

“One would not want to have the living and office sections in the same building, baka makalimutan ng tao may time-off,” Aquino said.

Times Street home

Aquino now appears to be averse to the idea of residing at his Times Street home, saying he wants to spare his neighbors from rallies. Even though he has yet to take his oath as president, militant groups have already held brief protest rallies in front of his house.

Aquino said that while he may use his Times Street home to meet with some congressmen and officials of departments in Quezon City, he still wants to “preserve” his house, which was bequeathed to him by his mother, the late former President Corazon Aquino.

“Baka naman mamaya ang painting ng nanay ko magkaroon ng bagong autograph or signature (My mother’s paintings might end up with an additional autograph or signature,” he added in jest. Many of Mrs. Aquino’s paintings are displayed inside the house.

Despite this, Aquino said he would still stay in his Times Street home “from time to time” to take a break from work.

“If this house becomes unused it will deteriorate and I wouldn’t want that to happen. At kung gusto ko makahinga nang kaunti there’s nothing like home to do it in,” said the president-elect.

Aquino said one or two of his household staff would stay in his house once he has moved to his new official residence. He will take his oath as the country’s 15th president on June 30 at the Quirino Grandstand in Manila. — RSJ, GMANews.TV

“Quit Smoking” Obama advice to Noynoy

Barack Obama has offered to help Philippine president-elect Benigno Aquino quit smoking, as the US leader phoned to extend his congratulations, the incoming Filipino leader said Thursday.

Obama, who has fought a public battle to kick the habit himself, called hours after parliament proclaimed Aquino the official winner of the May 10 election on Wednesday, the new president-elect told reporters.

“At some point I attempted some humour,” Aquino said.

“I said, ‘Mr President I understand we have the same issue with smoking.’ He told me, ‘Well, I quit that already. I quit, it’s your sole problem but I’m ready to offer advice.’”

Aquino said the US leader promised to send the advice “at the time that you decide to quit.”

The 50-year-old Aquino, said by former colleagues to smoke up to two packets a day, conceded during the election campaign that stopping smoking would be good for his health and that he intended to kick the habit eventually.

However he changed his mind after learning he had won, saying quitting now would add stress to his life, and he has pointed out that as long as he follows smoking regulations and does not bother anyone, he should be free to smoke.

Obama, 48, promised his wife he would quit smoking when he ran for president — but has admitted succumbing to the occasional cigarette several times since moving into the White House.

Aquino described his conversation with Obama as “very pleasant” and said he found the US leader “very sincere” in strengthening ties with the Philippines, a former colony and a military ally in Asia.

The two men touched on a possible visit by Aquino to Washington, Aquino told reporters, but the Filipino stressed he would have to attend to other concerns of the state first

Roxas has been denied

A Commission on Elections (Comelec) official rejected calls from the camp of vice presidential candidate Sen. Manuel Roxas II to conduct manual audits in certain precincts nationwide said to have “nullified votes.”
“Hindi eh.. ang napag-usapan natin ay five clustered precincts in one legislative district [lang]. Hindi na siguro pwede [ang additional],” Comelec Commissioner Lucenito Tagle told reporters on Friday. Tagle is also the co-chairman of the Technical Working Group in charge of the Random Manual Audit.
(What we’re talking about are five clustered precincts in one legislative district. Undertaking additional random audits may not be allowed.)
“Ang problema lang ‘yong null votes.. baka diyan tayo magkaproblema. Pero sa nakikita naman namin, hindi binabasa ng machine, pero we still have to determine [the cause],” Tagle said, adding that the canvassing board would have to decide whether to count null votes or not.
(Null votes are the issue and that’s where we might encounter a problem. We think that the machines were unable to read [the votes] but we still have to determine the cause.)
“Pero as of now, hindi dapat. Maybe sa protest na ‘yan, hindi sa canvassing,” he added.
(But right now, the matter could be handled through a protest, not through canvassing.)
Earlier, the Roxas camp sought a manual count of what it said are over 2.6 million nullified votes in the senator’s known bailiwicks. [See: Roxas camp: Manual vote audit first before electoral protest]
The Roxas camp also rejected calls from the Comelec to file an election protest instead. Manual audit finished by early next week
While Tagle assured the random manual audit (RMA) would be finished by Monday or Tuesday next week, he also said that only “one or two” instances of triple-digit discrepancies in RMA results have been processed so far.
“Ang inuuna naming dinedetermine na [root cause] ng discrepancy ay ‘yong mga malalaki. ‘Yong mga maliliit [ay] negligible naman. Mayroon ding mga nakita kaming triple-digit, [pero] one or two lang,” Tagle said, although he did not specify the precincts.
(We determine the root cause of those with big discrepancies. The small ones only have negligible discrepancies. We saw triple digit discrepancies but only once or twice.)
Over 80 percent of audit results — 1,005 out of 1,145 precincts — have already been processed by the National Statistics Office, the commissioner said.
“Ang hinahanap [na lang] nila ‘yong root cause [ng discrepancies]. Medyo may mga double digit, pero hindi pa malaman kung ano nga ang root cause,” Tagle said.
(They’re looking for the root cause of the discrepancies. Some have double-digit discrepancies but the root cause of these have yet to be determined.)
He noted, however, that results on hand so far revealed improper shading and overvotes as some of the sources of discrepancies from the two counts.
Tagle cited a case in a Valenzuela precinct, where members of the Board of Election Inspectors doing the manual audit counted overvotes, resulting in a 100-point discrepancy between the electronic and manual counts. “‘Yung mga iba naman [ay dahil sa] human error. Sa Valenzuela, 253 ata ‘yong [bilang ng] machine, [pero] ang lumabas sa RMA ay 352. ‘Nong chineck namin, human error nga. Nagdagdag ng 100 ‘yong mga boto. Nagkamali sa computation. ‘Yong overvotes binilang.”
(Some discrepancies are due to human error. In Valenzuela, the machine counted 253 votes but the random manual audit reported 352. And when we checked, it was human error. One hundred votes were added because of an error in computation. The overvotes were counted.)

MANILA, Philippines—Saying the people, not the courts, are the “final arbiter” on whether he could run again for president, Joseph Estrada has come out brandishing a “legal study” supporting his view that voters may send him back to Malacañang.

Quoting the study, the deposed leader maintained that the constitutional ban on the reelection of chief executives applied to “sitting presidents” and not to a former president like him who wasn’t even able to finish his term.

As a former president of the Philippines, it easy now for ‘Erap’ to run again for this position. We can’t blame other people if they don’t want him to be the next president because of what happened to his execution.
